    it is a super normal line Bell is taking and Horrill just decides to take the grass and passes him illegally. There were no unsudden movements by Bell at any moment, just horrill making the wrong decisions

    Being beached on a kerb is an innocent thing that can happen to anybody. The difference in this situation, however, is that with the telementry we can see Parker applying the trottle. Parker must have been aware of traffic around him, so could have taken more care in this scenario. Parker and Poom make contact and Poom loses several positions. Reduced penalty as Parker did make an honest mistake at first, but the trottle input once back on track could have been adjusted to avoid contact
